A 764 member pleaded guilty to sex crimes with a max imprisonment of 20 years. He apparently had over 8300 videos and images. I guess the feds have been going after this group for a while.

Probably has to do with the way he was charged and what he pleaded guilty to. Whatever he pleaded guilty to probably has a statutory max of 20 years. Even though he may appear to be convicted of fewer charges than he deserves, sentencing will take into account all the relevant facts including uncharged conduct, so I wouldn’t be surprised if he gets the max time allowed by law.

Unfortunately, he's been released pending sentencing. To his current address, whatever that is. And it's 24 hour lockdown, he can't leave. Hope nobody knows where he lives. That's the last PDF. He's prohibited from contact with his own sister. I don't know if that's just a precaution.
If it's where I think he lives, he managed to turn what looks like an opulent life into a permanent shitfest.

I'm looking at the Sentencing Guidelines now. He pleaded guilty to 18 USC 2252(a)(4)(B), which gives a base offense level of 18. It's increased by 2 for material involving minors under 12. He'll probably get at least 2 for knowingly engaging in distribution, but could go higher if he sent to a minor for certain reasons or would get consideration in response for distribution. It increases by 4 for including infants or toddlers. It involves computers so he gets 2 more. And there are 600 or more images, so it increases by 5.
Before departures, that's likely a minimum of 33 in his offense category. He'll likely get some upwards departures for the amount, severity, and context of the offense, and could get a downward departure by admitting wrong and cooperating. So let's say he stays at 33 with a criminal history category of I (he's 19, so likely no prior criminal history). That comes out to 135-168 months as a Guidelines range.
Then take the 3553(a) factors, which, given the magnitude of the crime and the involvement with 764, will no doubt increase his sentence.
I'd say that a sentence at 168 months is a good base prediction, with a plausible increase under 3553(a). So at least 14 years in prison. He easily could get the statutory maximum if his PSR reports that he did other bad things while in 764, got consideration for distributing material, produced material via blackmailing minors on the Internet, etc.

I would bet the prosecution is asking for at least the top of the guidelines range, and I note they use the word "egregious" in the max sentencing notice, which may signify an intention of seeking an upward departure. I actually don't even think they'd need the PSR to depart upwards because Rocker has already pled to sufficient facts to get into the "egregious" territory that justifies an upward departure.
However, I will expect there will be worse details in there if it doesn't just ditto what's already in the record.
I suppose there could be mitigating factors there, too, but this guy doesn't exactly seem like the kind of guy who rescues orphans from burning buildings in his off time from sexually torturing underage girls.

That's just a quirk of the UK legal system. Barristers and judges wear these funny blonde wigs. You get bespoke wig-makers dedicated specifically for this, they cost anywhere from £500-£3000. For reference, a barrister is specifically the sort of lawyer that will actually do the talking in court, presenting a case in front of a judge/jury/tribunal (i.e. generally criminal, or serious legal issues). The other type we've got is solicitors who are your more garden variety lawyer that'll deal with civil stuff, the type that usually never sees the inside of a courtroom - they do not wear a wig.
Even black folx wear the same blonde wig, which looks extremely comical.
