I read a news article today about how at least 70 Dutch people (mostly minors) are known to be part of 'an extreme violent online network'.
The source for this is a new research document published by the The Hague Centre for Strategic Studies, in which they analyze the inner workings and threats to society of the com network.

New HCSS Focus Analyzes the Online 'Com Network' and Its Implications for Society and National Security

A new publication from the The Hague Center for Strategic Studies (HCSS) analyzes the so-called Com network: an international online ecosystem in which predominantly underage users coerce each other into extremely extreme forms of abuse and violence.

This includes being forced to kill or abuse people or pets, coercing them to self-harm, or forcing them to commit suicide.

Following the FBI, the network is also sometimes referred to as nihilistic violent extremism (NGE).

Com consists of overlapping domains. "Cyber Com" is the oldest community, primarily focused on committing cybercrime. Around 2021, "Sextortion Com" emerged from this. Groups like 764 focus on grooming, sexual extortion, and coercion to self-harm. "Offline Com," which includes the group No Lives Matter, emerged from this and focuses more explicitly on violence in the physical world, ranging from vandalism to knife attacks. A small portion of the network exhibits ideological characteristics called accelerationist. This portion is deliberately aimed at unleashing violence and chaos in society.

Open-source research in collaboration with OSINT specialists from organizations such as CTE shows that at least 70 Dutch people are involved in the network. Several suspects, including the Dutch founder of No Lives Matter, are currently being prosecuted for serious (terrorist) crimes.

The report outlines a triple threat:

Potential attacks
Child protection risks
Broader, worrying development of online norm erosion and the glorification of violence

It is striking that within Com networks, perpetrator and victim roles frequently intertwine. Once deeply entangled in the group dynamic, victims sometimes become involved in abuse themselves. Conversely, perpetrators often have a history of serious psychosocial problems. This creates complex dilemmas for criminal law, youth protection, and social services.

According to the HCSS report, the approach primarily requires strengthened prevention through increased awareness, for example, through media literacy and greater involvement of parents, schools, and support organizations in the online world of young people. Furthermore, HCSS advocates for a better focus on legal frameworks and digital powers, so that the police, law enforcement agencies, and organizations such as the Netherlands Authority for Online Terrorist and Child Pornography (ATKM) can take more effective action against rapidly changing online networks.

Finally, the report emphasizes the importance of structural investments in open-source research. In-depth knowledge of online subcultures, symbolism, and code is essential for timely recognition and appropriate interpretation of signals.

This HCSS Focus is the product of independent research in collaboration with independent OSINT specialists outside HCSS, including CTE (Capitol Terrorists Exposers). The analyses in this report were completed in February 2026. Events or developments that occurred between completion and publication did not influence the findings.

HCSS conducts the multi-year Strategic Police Monitor research program on behalf of the Strategy Department of the Dutch Police. This program aims to provide an "outside-in" and forward-looking perspective on and interpretation of relevant trends and developments, thereby supporting the strategy formulation of the Dutch police.

It looks like the girl who was exploited by him most likely communicated with him via instagram, probably via the instagram shown in this screenshot, the only other mentions I could find of him was the previous mention in my OP of him spamming his own nudes around in chats, and then a mention of him “putting salt around his bed to keep evil spirits away”.

Seems like the original account has since been banned or deleted but I found this one.

Confirm, not that out of the ordinary considering our group started as a creepy pasta, just look at the amount of people who have Slenderman or Jeff the killer tattooed etc, I’ll admit it’s a little cringe seeing “fans” or people never involved with the group getting tattoos of it but our logos and watermarks were more creative than others from the time, the average everyday person wouldn’t even recognize them as 6996 tattoos so I don’t care all that much when people who were never associated get tattoos. Also while our edits did have gore within them 6996 was never a “gore sharing group” we were an editing group.

Leeds man admits encouraging suicide of 'vulnerable young man' in America

A man from Leeds has pleaded guilty to encouraging an American's suicide during a video call.

Dylan Phelan, 21, goaded Travis Dyer into shooting himself in October 2024 as the pair spoke on the online platform Discord.

Mr Dyer, 21, from Louisiana in America, was known to be vulnerable and struggling with his mental health at the time.

At Leeds Crown Court on Wednesday, Phelan pleaded guilty to encouraging suicide.

He had already admitted possessing indecent and extreme images.

Phelan was released on conditional bailed to be sentenced on 22 May.

The judge told him: "Prepare yourself for custody".

The Crown Prosecution Service (CPS) said Phelan attended Elland Road Police Station in Leeds with his parents in March last year to report his involvement in Mr Dyer's death.

He disclosed he had taken part in a video call, with two others based in America, during which Mr Dyer was encouraged to take his own life with a shotgun, which he did while the video call was ongoing.

A police investigation revealed Mr Dyer was subjected to sustained and serious encouragement to self-harm by members of the online group.

In his police interview, Phelan said he had become "drawn to the darker groups" on Discord and "accepted his words were a factor in the suicide".

Police also found an indecent image of a child and other extreme pornography images on Phelan's devices.

'Travie, we miss you'

Mr Dyer lost his mother and younger sister in a car crash, 10 years before his own death.

A tribute posted by his great-grandmother said: “Travie, we miss you. Needless to say, I’m so beside myself. I don’t know what to say or how to say it.

“Sweetheart, you were so unfortunate to have had so many tragedies in your young life. It was totally unfair for you.”

Alex Johnson, senior prosecutor for the CPS said: “This was a deeply disturbing case involving the exploitation of a vulnerable young man through an online platform.

“Dylan Phelan did not merely witness what happened – he actively participated in goading Travis Dyer to take his own life, intending that he would do so.

“Online spaces are not beyond the reach of the law. Encouraging self-harm or suicide, whether in person or through digital platforms, is a serious criminal offence.

“Our thoughts remain with Travis Dyer’s family and friends. We hope that today’s conviction brings them some measure of justice.”
