Girls who are as young as 12 cast out in the civilized world are nearly always able to get help from the authorities.
The reason they get in situations like your Sabrina is that they more often than not expect an apartment or house, free income in the way of benefits and freedom.
The reality is no matter how mature they feel, they are children.
So where they get housed is normally a care home or fostering. They of course are expected to attend school, or have some kind of tutoring, because again, they are children.

Some girls don’t want to do this, so they run away again.

Some people think it should be raised to 21 or even 25, but it’s generally accepted by most.

In every case though, even here where 15 is the age of consent, a 28 year old man banging teenagers, especially underage ones is frowned upon and leads people to question the 28 year old as a character.
