"Not every homeless person sleeping in a car is "nodded out" on drugs." Maybe, but most of them are. Or they're passed out drunk. Like, the vast majority of street homeless these days aren't just normal folks who hit a rough patch in life and are just trying to get their life back together. Most homeless these days are absolute reprobates who have no desire of getting their life back in order and being respectable people again. They WANT to live like that, because then they have no expectations place upon them, no responsibilities, never having to put any effort into having any decency or regard for the people around term. They can get up when they want, go where they want, get high/drunk all the time, never bathe.
Fentanyl and tranq have become such an issue with homeless people that now you're seeing younger and younger homeless people having to use a walker, just like some old granny, because the drugs cause them to completely nod off while still standing on their feet and they slump over while still standing. Like, bent over in two so that their fingertips are brushing the ground. They'll stay like that for extended periods of time until they either wake up, someone wakes them up, or they fall/get knocked over. This causes horrible spinal damage so their backs are completely curved forward and they can no longer stand up straight, and now require a walker to get around. I've seen this personally. It was a (I assume) couple (as in romantic couple, man and woman) and they were at a train platform. The woman was standing on her feet and bent over as described above, and the man was laying on the ground. It's pathetic and fills one with disgust to see. Shit like this shouldn't be tolerated in a first world country.
And that's not even taking into account the fact that when homeless shoot tranq it can cause horrible skin damage, kind of like Krokodil. Its an infection that causes horrible open wounds down into the muscle like a flesh-eating bacteria.
