Depends on the strain. Sativas give you more of a cerebral high and elevate your mood (for most people). Indicas are the ones most people associate with a stereotypical cannabis high: couch lock, lethargy, munchies, difficulty concentrating, giggling, etc. Then again, different people react to drugs differently, but for the most part Sativa is for when you need to be active, Indica for when you want to zone out on the couch and giggle at cartoons or when you want pain relief.
However, I highly doubt Phil gets high. He's a pussy and a liar. He just wants attention and for his idiot hipster friends to think he's one of the cool, edgy kids.

He was trying to get high on painkiller and didn't realize you couldn't do that with paracetamol. What a dumb dumb. Though cops were called and they put him in the hospital for 3 days. Probably because they feared he'd have a liver failure.

Remember he's appealing to an audience that can give tens of thousands of dollars to Kiva Bay for a "feminist card deck," then watch months and months of Kiva doing nothing but smoking weed on Instagram and Twitter, eventually smoking every bit of the backers' money and delivering nothing, and somehow think this is kosher.
A few hundred to a leech like Phil is nothing.

Holy shit. That's probably the stupidest thing I've ever heard of Phil doing. Phil has smoked weed in the past, but apparently he doesn't like it all that much. Same with drinking - it's rare he gets tanked but he will occasionally.
Most of this posturing is for attention though. He sees cool people drinking and smoking and so he claims to do it. His video series puffing on a vaporizer showed just how much he liked it as he squinted his eyes and gently puffed without inhaling.
Actually that was a suicide attempt that went too far. He took a bunch of OTC pain relievers and stumbled around pretending like he was totally killing himself, and the cops threw him in a psyche hold for 3 days. You'll notice he hasn't pulled a stunt like that since because it got him the wrong kind of attention.
Rose Haven is where he had claimed his mail pickup in Portland when he was still a California resident. He has a PO box or something similar there because he's using their transgender resource center.
Lastly, Zoe White is one of the people previously involved with the Red & Black Cafe. Either he was a co-owner or a manager or something, but we can be pretty certain they're gross
