There were a couple Hapsburgs who were kings / emperors of Mexico. I can't remember which one was convinced to go be king of Mexico, and documents were forged to make it seem like the Mexicans wanted him to come and rule them, and they eventually executed him. I'm sure if somebody forged a document saying the Mexicans held a referendum and they want Phil to come and rule them, he would 100% believe that at face value.
