My guess would be that he appeals to Phil's ego. Phil's made much of having saved Toren from homelessness (read: let him in after the last sucker caught on). And having a "girlfriend" is quite validating for Phil, I would imagine. Toren can probably throw in for the odd small expense to keep things sweet, carry out the odd job for Phil and whine about his 8000 problems the rest of the time.Nah, I gotta think there's something Toren is doing that Phil finds beneficial. We KNOW those two otherwise don't really even like each other.
I can't help but wonder if Toren is actually some kind of 'connection' to the outside world, since Phil basically is fucking terrified of talking to strangers these days. After all, how does he keep getting these weapons with his history?
What "personal and professional livelihood?" He's a penniless, jobless, hypochondriac, alcoholic troon grifter who destroys every relationship he gets into, publicly broadcasts every TMI thought and emotional crisis he has and has made it very clear that he'd far rather wallow in pity than improve his lot. At this point, Phil has it more together than him.
