I have a feeling, just a hunch mind you, that Phil was just riding around Portland public transportation, possibly going to his favorite mall ninja weapon shop, and happened to see this random Asian-American young man sitting across from him. Phil, being the brainless racist that he is, immediately thought it might be Ngo and froze in terror. He worked himself up over several blocks until he finally got the courage to snap a cover photo. After he got home and calmed himself with a long session of bouncing and squeaking, he "bravely" made up the story he posted on his social media.

Yeah, this is probably what happened. He heard other AntiFa members bashing the guy, and exaggerated that into Ngo = Hitler (or that might have been what they outright told him; Taters and AntiFa are both really exceptional). Expecting him to have looked up the story on his own was giving him too much credit.

I'd like to know where Phil gets these ideas from. Why would he be “getting tired of that Xochi” when Xochi is an imaginary friend that only Phil believes in, who cannot physically manifest? If Reggie was getting tired of Phil, he’d say Phil, or Isabel, or whatever name he most commonly uses. However, given the total lack of context and the implication that the sentence was longer, I would guess he just said something that sounded a bit like Xochi.
