Viet Nam didn't suffer because of sanctions per se. In fact the Communists there were relatively tame compared to elsewhere in the world (hell they even invaded Cambodia for being too radical) but the problem was they backed the wrong horse in the race. They threw in literally their entire lot with the Soviets and hoped for the best. To this day one of Vietnams biggest companies is VietSov Petrol which the Russian state owns a part of as a grandfathering from the Soviet Union. Even after the Soviets fell, Viet Nam postured and wouldn't get right on board with a lot of International trade. Too many people in the Party were still bitter about the war and firmly believed they didn't need American help.

He's also not talking about how the Viets beat his precious China's ass because China backed Cambodia and the Khmer Rouge over Viet Nam. Vietnamese Communism was inherently Nationalist, and fought strongly against the Anti-Revisionist stances of Mao and Hoxha and it's Internationalist contributions were minimal at best.
