On the subject of depressed_kiwi's question, that actually is something that is happening in this neck of the woods; one of my friend's other friends works with Milwaukee County's housing association and she reported as much after said offender quit the position. I don't recall the exact details now whether or not it was a news story, but I distinctly recall being told this a year or two back.
 
You know, I just realized why black people like anime, in particular WHICH anime they like such as Naruto, DBZ, One Piece, etc. Because everyone in them is constantly yelling and needlessly narrating their actions at all times.
