Yeah, people cannot be random. If you try to say something "random" you're going to just access arbitrary recent memories that you think are obscure and just start shouting words. Schizophrenics do two things which are very fascinating:So this is what @Null was talking about when he said that insane people are truly random.
1. They develop strange beliefs based on their observations which are often very detached from reality but with a small grain of truth.
2. They have a poor understanding of what other people understand. I believe this is called Theory of Mind.
Terry was my favorite and I like trying to unwind his expressions. "Glow in the dark CIA niggers" is a famous one.
- Terry believed the government was observing him and interfering in his life - a frequent delusion.
- Terry believed that the government, while doing this, was unable to effectively interfere with his ambitions of building God's operating system.
- Terry believed black people were stupid - and schizophrenics are much more racist than the general population.
- Therefore, the government agents following him were niggers because they were not as smart as him.
As far as glow in the dark, he's an older guy, so I think he's referring to these old racist cartoons where a frequent gag was that the lights would go out and you can only see the eyes and teeth of black people in the dark.

So "Glow in the dark CIA niggers" meant the incompetent black government stooges who he could still see in the dark because their eyes and teeth would glint at him on the road as he drove. It sounds really, really random to a normal person and it caught on as a meme because people imagine a sort-of radioactive glow instead.
As far as the theory of mind goes, schizophrenics build these very detached ideas of reality and then when they talk to you they assume you already have an understanding of these same ideas that they basically made up themselves. That's what sounds crazy to people.
