The school she went to is a continuation school. Those are generally for kids who are behind in school, or got expelled, or may be pregnant. I'm not saying she fits into any of those categories, but being a foster kid and moving a lot could have put her behind in school.
This is a small school with lots of rules about gang behavior-spelled out much more clearly than I typically see when reading school rules. There are also resource officers and counselors. Makes me think these may mostly be the expelled kids.
Only 9% of the student body is at grade level in math, and only 27% in English (horrible scores for a school-dummies went here). It's a title 1school which means most of the kids are on free lunches. It only serves 9th and 10th grade. Graduation rate is in the 90s.
Really though, that entire district sucks. Petaluma is a cute little town but everybody who lives there is poor.
