tbh family reunification isn't always the best idea, even when everyone involved is an adult, and especially when they're all in different stages of addiction. Their mom needs to be selfish for a while to focus on herself, but there are also toxic people she probably loves and misses and might feel well enough to handle them, or even help them, but that's almost always an awful idea for everyone. We've also heard from the aunt that Amber had no problem laying guilt trips on her mom that triggered relapses, and lawd mercy no, that's not a good situation at all.

Juggabro, if he didn't get the hookup in prison, has been off of drugs for as long as he was in a controlled setting. Now he's in a less structured place, and you can always get high in a treatment center, it's just what happens, and now he's got the opportunity to do so without having to keister it in the godless abyss that is the Reid shelf butt. He has to learn how to make good decisions now that he has some bit of independence, and people who push your buttons make it easy to make bad ones; the fact is that he was forced into treatment by his legal situation and will probably rebound at the first difficulty because if his older sister never learned any sort of coping skills, he probably hasn't either.

As for Al, a current addict has no business being around people with their history. The tragedy of the situation is that she's alienated everyone around her who could provide the constant support needed to get better, she's trapped herself in a tense household with people who also make shit choices, and her only social outlet is on the internets, where she compulsively checks and responds to the constant barrage of hateful comments towards her. She's bricked herself into a food cage and the only people she shares blood and history with can either avoid her for their own good (which is probably very difficult for them) or get sucked in by guilt and end up in the same disordered mess they crawled out of.
