I'm reasonably certain that an abuse survivor would find lolicon and shota abhorrent because it depicts abuse, not because it somehow diminishes what happened to them. It makes a fetish out of their trauma. As others have pointed out, no one is arguing that fictitious abuse is as bad as the real thing, only that neither has any place in our society. Its only function is to titillate future prison pin cushions.

Apparently the PROTECT act was only used in one case w/loli, where the dude also had real CP, and hasn't been a thing since (at least to prosecute people for lolicon instead of actual CP).

According to that link it also looks like simply possessing it isn't a crime unless you have a large amount of it or are otherwise distributing it. It also looks like it has been challenged as unconstitutional by the Free Speech Coalition.
