This has always been true. The point is to make the cost of an individual piece of information (in terms of time and resources expended to collect it) higher than they want to bother with for some nobody.

No, that's China. That's not the point of the US surveillance infrastructure. China censors, bans, and installs cameras everywhere. The US makes surveillance a convenience. You want to install security cameras in your home because it protects you and your packages (Amazon Ring), you want all sounds in your home recorded so you can turn on lamps and order milk (Alexa), you want your location and vitals to be tracked to improve your health (Smart Watches). These are all things you want. As long as you keep wanting things, there's no reason to fight and lobby all these messy laws and convince citizens and lawmakers that they should give up their freedom. Simply make them want to give up their freedom.
