Dunno about Apple, but I hear law enforcement doesn't even need AI to do the scans. They have formulas to convert files into unique strings (hashes), and a database of hashes of known CP and what cases they have been used in.

Dump a bunch of files through the algorithm, and if there's a match then they use the hash in court combined with the history of other cases that image was found in so they don't have to show off CP to prove that it is CP.

It wouldn't pick up newly made cp though, and I don't know how they'd even pick up modified versions of known images. Maybe if you assume most pedos would have a mix of common and unique stuff then it would be good enough to just detect known images?

They get access to the same CP databases that other watchdog groups have. they're using perceptual hashing, which basically means they store a low res black and white version of the images and compare your phones images against that database with AI. if the match is close enough, they can decrypt the contents and send it over to the CP watchdogs. what happens then is up to them. this is basically the same way that google reverse image search works.

and yes, once this is in place there's nothing stopping them from making a new database of rare illegal pepes or gay porn or whatever your local government doesn't like.

this is why they're using perceptual hashing, not cryptographic hashes. most minor image modifications won't slip past it. they are not using AI to scan for new images on your phone. they are only going to be using AI to determine if new pictures sent to kids (or that kids send) are sexual in nature, not whether or not they are CP. the state of AI is good enough to tell if something is porn, not if something is child porn.
