It's not just Afghanistan, Iraq, Syria, Bosnia, Saudi and pretty much every major Sunni nation other than Kuwait has then openly. Though I've been told the Shits are just more quiet about it

Bacha Bazi is a Central Asian tradition.

It was destroyed in most of Central Asia by the USSR, but survived in Pakistan + Afghanistan. Its not really a Muslim practice and in fact its popularity was one of the reasons for the rise of the Taliban. The Taliban banned Bacha Bazi when they took first took power and have again cracked down on it. During the UN occupation the USA specifically instructed soldiers not to intervene to stop it. Two US special forces beat up an Afghan official caught participating in Bacha Bazi, and were expelled from the military (reversed) and several military contractors have outright allocated funds to spend on it.
