Memes+jokes are the funniest

When the swatter kid got arrested, someone commented "ENJOY PRISON STALKER CHILD". Which was both an on-topic joke and a meme. I laughed a good while.
 
Meme impact is highly dependent on context. That is why memes become cringe when discussed IRL. Timing is also a factor. Because some memes get played the fuck out quick.

Joke impact relies on timing, delivery, and audience. We all know a motherfucker who kills every joke because his delivery sucks or a retard who does not hide his powerlevel at work.

It really depends.

that involves creativity. Even when people hired for a job to be creative they arent.
 
Depends on the format, really, most memes are the same nowadays and when you overuse the same joke over and over again it kinda loses the point, if you use Instagram and TikTok you probably have seen countless videos of the cats in everyday situations, the best type of memes is the ones that are an inside joke of a certain community or of your group of friends.
