As a serious reply I'd say not necessarily.
However if we want to break it down, here is the reason why this seems to be the case.
1) There is a predatory class of people who will go after positions of power, and from that power base once it has been established will use it to basically carry out whatever their hearts content is, because from that position of power the actual ability to be name and shamed or removed it relatively little. A classic example of this is the casting couch, or if one wanted to go with a more modern interpretation Harvey Weinstein. The man is obviously not a sexual dynamo, but in his position of being the career gate keeper for the majority of Hollywood, wielded a shit load of power, and used it to fuck young actresses. Everyone in Hollywood knew about this, and it was an open secret, but no one would challenge Harvey, so it went unchecked until the public being made aware of it, it couldn't be swept under the rug any longer.
2) Media coverage. There is an element of social proof in the fact that there are loads of pedophiles out there in our society. However Jerry the kiddy fiddler from across the street is not going to stay in the public eye or perception for very long outside his immediate community, as opposed to Kevin Spacey who's been on the TV for twenty odd years, and everyone knows. The public perception because of their celebrity has a much broader effect in terms of public awareness, and so even though it seems like these sensational cases come out of Hollywood and the political world frequently of people performing sexual misconduct, it's more important to you in the sense that you know of that person and at least some of their public achievements and so is more shocking, than the anonymous postal worker.
3) Communities. This is part of the power structure, but people branch into communities and cliques which share interests, and unfortunately this also applies to pedophiles. Each member of the community will share, participate, and encourage behaviors and also protect their community if they feel threatened by external pressures. That is why you get pedophile rings, it's rarely ever one lone individual who was acting out. For anything to carry on for any length of time, it needs some form of structure. Everyone at the BBC during that time period knew what Saville was doing, but a) kept their mouths shut because they didn't want to lose their job. b) Was also fucking 14 year old groupies and the like, and so didn't want the secret to get out. (b tends to be the case for most higher level Saville associates.)
While it's easy to look at the behaviors of a typical group of people, politicians or Hollywood actors and come to the conclusion that they're all in on it, I don't think that is necessarily the case. I think you will find that these positions like any power positions, and social proof breeds a certain set of behaviors which are either tolerated and recognized as just part of the job, or the culture of the industry.
Unfortunately this gives predators added veils of secrecy they can hide behind, and sometimes willing or unwilling accomplices who will also cover for them.

This was a core group of people abusing animals, supported by a larger community, all kept in secret and carried on for some time, until it was leaked.
