I never took this strawman seriously - theocracy, so "state ruled by religious leaders" - would be quite impossible to implement in America or pretty much anywhere in the democratic world. It would be especially difficult in the US because of how diverse American Christianity is.

While it was an intended side effect to protect religious liberty (or even irreligious liberty), the primary purpose of the First Amendment's protection of belief and free exercise was to prevent any particular Christian denomination from taking control, and in general to prevent sectarian turmoil, since those were actually issues that were of serious concern at the time.
