Because the increased health would result in the game being a walk in the park, especially on shorter missions. If they raised the damage of everything to offset the increased health then you would be right back at square one except everything does an extra zero of damage. This is basic game design.i honestly can't see why they did it compared to previous titles. the previous 4 games had AP in the 20-50k range depending on your build, and AC5 was notorious for having some extremely long missions (helped by putting in shit like workshop sites to let you refill and repair). i don't see why AC6 couldn't have just 3-4x'd the AP and do away with repair kits entirely. you already do get the supply sherpa before a big boss or a hard enemy encounter (such as the fight against G1 Michigan)
