I suspect it depends on the area of the body and the tattoo.

I am years late but I never saw people mentioning it, I think Anisa's thigh tattoo is a shitty trace of an anime fanart I saw once, but I can't find which exact one.
It kind of looks like Euphemia shooting people up in code geass or AR-15 from girls' frontline. All her tattoos are shitty though

Sorry to be that guy, but that's not fan art of that character. That's an actual still from a different anime. Still, it shows that she's a shitty edgelord anime "fan".
 
Don't know if it's just me but is the wrist tattoo the new tramp stamp? I've started noticing more and more IRL people I know with shit like this and it's mostly women under 30
