The founder and chief executive of a Baltimore tech start-up who was acclaimed as a rising entrepreneur in the city was found dead on Monday, the police said, prompting a manhunt on Tuesday for a suspect considered to be armed and dangerous.

The entrepreneur, Pava LaPere, 26, who founded EcoMap Technologies, a company that curates data for free platforms, was found dead at around 11:30 a.m. at an apartment complex in the 300 block of West Franklin Street by officers who detected “signs of blunt-force trauma,” the Baltimore Police Department said in a statement.

The authorities said that they had received a missing-person call shortly beforehand.

On Tuesday, the police said they had identified Jason Dean Billingsley, 32, of Baltimore, a sex offender who was released from prison last fall, as the suspect in Ms. LaPere’s killing, and potentially in other cases. The department did not say how it had determined Mr. Billingsley to be the suspect and did not immediately return calls seeking comment on Tuesday night.

Richard Worley, the acting police commissioner for the department, warned residents at a news conference on Tuesday that Mr. Billingsley “will kill, and he will rape. He will do anything he can to cause harm.”

The killing has rattled Baltimore, particularly its business community, which had heralded Ms. LaPere as a promising businesswoman with deep connections to the city. A graduate of Johns Hopkins University, Ms. LaPere had skipped other tech hubs like San Francisco and instead remained in Baltimore after graduation to grow her venture, raising over $4 million, building a team of about 30 people and serving clients like Meta and The Aspen Institute.

Earlier this year, she was named to the Forbes 30 Under 30 List for social impact.
Brandon Scott, the mayor of Baltimore, said at the news conference that he had known Ms. LaPere for several years and described her as a “talented, devoted Baltimorean” who would “help anybody who she would see.”

“To have that light cut short by someone who has no care about anything other than harming people is something that should sit deep in the stomachs of all Baltimoreans tonight,” Mr. Scott said.

Mr. Billingsley pleaded guilty to first-degree assault in 2009 and second-degree assault in 2011, according to court records. In 2015, he pleaded guilty to a sex offense and was sentenced to 30 years in prison with all but 14 years suspended. He was released in October 2022, according to the Baltimore County Department of Corrections. A spokesman for the state’s Department of Public Safety and Correctional Services said that Mr. Billingsley had not been paroled but was released “on mandatory supervision as required by statute.”

Mr. Billingsley is listed as a registered sex offender in records with the Baltimore County Department of Corrections.

Mayor Scott said that Mr. Billingsley “shouldn’t have been out on the streets in the first place.”
EcoMap said in a statement on Facebook that news of Ms. LaPere’s death had “shaken us all deeply.”

“The circumstances surrounding Pava’s death are deeply distressing, and our deepest condolences are with her family, friends and loved ones during this incredibly devastating time,” the company said. “Pava was not only the visionary force behind EcoMap but was also a deeply compassionate and dedicated leader.”

In a 2018 interview with Johns Hopkins University, Ms. LaPere’s pride in EcoMap was evident as she described how she had created the company as a way to centralize resources for entrepreneurs.

“If you love the problem you are solving, none of it feels like work,” she said in the interview. “I know it’s cliché, but it’s the truth. If you love the problem, you can throw your heart and energy into your venture without a second thought, and that’s what makes the ordeal of entrepreneurship worth it.”

BALTIMORE (WBFF) — Police have issued an arrest warrant for a person that they are calling an "armed and dangerous" man for the murder of a Baltimore tech CEO.

32-year-old Jason Dean Billingsley is accused of first-degree murder, assault and reckless endangerment in the death of Pava LaPere.

LaPere, 26, was found beaten to death at her apartment building on the 300 block of West Franklin Street in the Bromo Arts District. LaPere was the founder and CEO of the tech company EcoMap.

Acting Police Commissioner Richard Worley said residents should call 911 if they see him.

"This individual will kill, and he will rape," said Worley.

Worley said he had a message for Billingsly:
"If you're out there watching - hopefully you are - very single police officer in Baltimore City, the state of Maryland, as well as the US marshals, are looking for you. We will find you, so I would ask you to turn yourself in to any officer, any police station. Because, we will take you into custody eventually, and then we will turn it over to the state's attorney to prosecute you to the fullest. So please, turn yourself in."

According to Baltimore Police, Billingsly was previously arrested on 2013, 2011, and 2009 for multiple charges including a sex offense, second-degree assault and robbery.
 
It really says a lot about the current state of society that they can spend billions of dollars to track down anyone who was within twenty miles of the January sixth protests but it's been a week and they can't or more likely don't want to find a 75 IQ drugged up nigger who's probably not even trying to hide.

The arrest brings to a close an unsettling few days as new and disturbing details continued to emerge about Billingsley, 32, a convicted felon who was released on Oct. 5, 2022, after serving seven years in prison.

LaPere, an admired leader known as a rising star in her field, was found on the roof of her Mount Vernon apartment building late Monday morning. She had been reported missing earlier that day. Her body was partially clothed with signs of blunt-force trauma. Authorities do not believe LaPere knew her suspected attacker.

Even as police identified Billingsley as a suspect and warned that he was a dangerous threat, authorities released few details about his involvement in another alleged crime that had occurred days earlier.
“This individual will kill and he will rape,” Acting Police Commission Richard Worley said late Tuesday. “He will do anything he can to cause harm. Please be aware of your surroundings.”

On Sept. 19, a man banged on the door of a rooming house in the 800 block of Edmondson Avenue in West Baltimore and identified himself as a maintenance worker. When no one opened up, he kicked in the front door, pointed a gun at two people inside then handcuffed and duct-taped them, according to a source with knowledge of the investigation.
Authorities believe Billingsley raped the woman and cut her neck. He doused her and the man with some liquid, then set them on fire, according to the source. The couple survived and were hospitalized along with a child in the house.
A neighbor recalled everyone rushing outside when the fire broke out. The neighbor told The Banner they saw two people put into an ambulance, and the victims were saying they had been tortured.

Latrice Johnson said her 26-year-old son Jonte Gilmore is being treated for burns to his chest, arms and feet. He underwent surgery Wednesday to graft skin from his thighs to other parts of his body.
Johnson said she learned the morning of Sept. 19 that her son was attacked.
She wishes police had done more after the attack to spread the word about Billingsley’s identity.

“That lady’s life could have been saved,” Johnson said.
Police issued a warrant for Billingsley’s arrest last week and identified him as the suspect in the rape and fire. They initially withheld details of the crime, just calling it an arson.
Baltimore police said they will hold a press conference at 11 a.m. on Thursday.
In 2015, Billingsley was sentenced to a prison term of 30 years, but was released last fall. Like most states, Maryland allows inmates to earn time off their sentence for good conduct and engaging in work programs, moving up their release date. By October 2022, he earned enough diminution credits to trigger mandatory release after serving about nine years and three months of his 14-year sentence.

That arson thing on the 19th is insane and should have made headlines, they held back a ton of information (I assume the victims weren't white women). I was looking at her Twitter, anyone who talks about being a CEO that much doesn't really do any work.

I remember seeing a true crime show a while back where someone who did social justice work was killed in a similar fashion by the exact type of person they were trying to help (edit: I think it was Corrina Mehiel as mentioned earlier). Nobody deserves this but it's important to be a little less naive. I haven't been to Baltimore in years but that area she lived in is not great.

So can someone point me to a single Republican politician this election cycle who has said they will do something about black crime.? Cause if you actually paid attention to the news you'll find that Republicans let niggers out of jail just as much.

Texas has loose sentencing for nogs. A TCU student was murdered a few weeks ago by one out on probation for armed robbery. And a fast food worker who tried to murder customers was given a one year deferred sentence. Just off the top of my head. Doesn't answer my question though, have either one of them said that they will do something about non-white crime, or are people projecting their own desires onto them just because they have an R next to their names?

I deal with white(note the lowercase) people who are middle class or just a titch above lower class and go on and on about how the city is full of culture and sooo diverse. They then complain about the brothas letting their tools bang into their nice, overpriced, tacky designer condos and bemoan about how the police take too long to respond. The same people who will sit there and say fuck 12 without any thought. The same people who state the exact same statement every single time they come to my hood to drop something off or hang "Is this neighborhood, safe?"

no, the kind of people who do this don't learn. when white liberal women start going down a mental path of maybe changing their beliefs from interacting with the scum of society, instead they get told that they're suffering from "compassion fatigue" (A) and "vicarious trauma" (A). this not only gives them a reason to get out of having to interact with obviously bad people, but then they can add it to the list of victimizations perpetrated on them by the patriarchy, capitalism, white supremacy, racism, bad orange man, etc
