You got 75% of it right. Basically it's the dev making a Kickstarter about the game raising about 6 digits, then his game got panned by PewDiePie, causing him to cry and decided to quit continuing to develop the game.
PewDiePie should slam more of these shitty games and use his unjustifiably huge fanbase to discourage these cheap cash-ins. I always got the impression they derive most of their publicity from youtube streamers and the like who pick them up because they're "funny" to 12 year olds.
I forgot all about EvaXephon and I didn't know he was involved with that game. He used to advertise his streams on /v/ years ago, and got pretty popular until they devolved into him being a whiny bitch complaining about not having a girlfriend. He had an ED page back in the day but it seems to have been removed.
