It's "Didn't pay attention to the Lore" 101. The psychic, hive minded Hist trees the Argonians pretty much worship can change them between male and female. They can also change Argonians into, effectively, roided out kill machines, which is why in the Oblivion Crisis, the Daedra stopped opening gates into Black Marsh. Every time they did the Argonians would counter invade and wreck them. Argonians themselves absolutely have genders, they can just have their sex changed by god trees. They're also pretty low key and chill in general, so they're absolutely not trannies.

The Hist are weird, since they're intelligent and can override the Argonians, effectively mind control, like when they stormed Oblivion, but usually they just exist in the back ground. I wouldn't call Argonians trannies though, some of them switch sexes and go back and forth, but certainly not all of them and it's not like modern Troons. None of this born in the wrong body bullshit, it's just that the Argonians aren't human or elf. They're alien in their thinking, but not too alien. Just like the Kitties and their moon crack and their physical appearance and sub-type being determined by the phases of the moon when they're born and how they can go from mammoth sized cats to almost elf looking to house cat sized.
