It's Yostar publishing the game in JP, they're never gonna do that
Stella Sora (another Yostar game) has no story voice acting as well

I was surprised I was able to do this, usually I'm barely able to scrape by on Extreme. I guess the HP difference from Extreme to Insane is smaller than other bosses and this guy isn't very complex anyway. You really only need Hanako to clear adds on Special and Elastic and then assistant for P2, and for Light, Dress Hina can easily kill adds and go well into P2 so you can just throw bodies until he dies, but I got lucky with Band Yoshimi and she can solo the remaining 3~ mil or so HP. I don't think this will even get me plat though, since it's so easy a bunch of other people will likely do it too and my scores are garbage.

I'll post my clears for the Kisaki-less Steam peasants like me who actually need to engage with the fight.
Let's start with Elastic Instance 1 (adds + a little P2):

First of all, yes the quality is ass. I wanted to embed them on the site without them being 300MBs, but you can see all the important stuff so it's fine.

Anyway, I do some stuff at the start of the fight to make it possible, that being moving Haruka with Serina's EX because otherwise the green guy insta-gibs Hanako with her line AoE. I also break the cover on the right side with Hanako's EX because Suzumi loves to go and suicide into green's loving embrace if I don't. It's pretty weird but it doesn't lose too much DPS and it makes the rest of the adds possible, so it's worth it. After that, it's pretty braindead, it's more of a marathon than a race, you can just chill and take your time. Just make sure your EXs don't get interrupted by the red cunt's silencing attack, they will get cancelled if it hits you mid-animation. That's what Suzumi is for, interrupting her with her EX so I can spam with Hanako freely. You will have to upgrade it to lv. 3 or something to get the stun effect though.

Now for Elastic Instance 2:

4 star wep Nozomi makes this pretty easy. I used Camp Maki to soften up the shield that needs 10 hits to break, but later I found Saki is better since she breaks it in 1 EX use. I just kept the same comp as my screenshots to show it's possible. Basically just break it with someone who does a lot of hits cuz it halves your damage if you don't. Anyway, I targeted the red part 1st since the 2nd time it activates aligns well with Noz's Basic Skill so it breaks fast. Then you don't have to worry about AoE damage and it goes down pretty soon after. The only scary part is the AoE + 80% recovery boost reduction, it's pretty hard to heal up for the sword slash after it and I just barely survive it. Also, formation position is pretty important because if you put Noz or Hikari on the far left, they'll run all the way to Narnia and take cover out of range of heals.

Next is Light Instance 1 (adds + a lot of P2)

I did way better here than on my actual clear so only 1 mil HP left, probably because I went into P2 with the final hit of Hina's EX. For adds it's pretty simple, just use Serina to move Haruka again so there's no cleaving going on, then just go ham with buffs on Hina and vaporize everyone. Sometimes when the adds move right you can hit 2 after their 1st formation change, but it's RNG. Not really necessary though since Hina is so strong. Don't need to break the cover here either since Aru is a sniper so she's not in range. Couldn't break any mech parts because I timed out but the HP is saved so red breaks fast next instance.

Light Instance 2:

Since boss is so low here you could do it with garbage, Yoshimi is overkill. I didn't even need to break the shield, but you might need to depending on how well your 1st instance goes so just adjust comp if needed.

Finally, Special Instance 1:

This is the trickiest P1 for me. I couldn't get enough damage with Suzumi so I had to just deal with the silences. I also had only a T3 hairpin on Hanako so she had no chance to resist it. I had to do a couple of things different compared to Elastic here, 1.) Hikari had to be on the left since with her short range she runs to cover immediately with no chance to break it, 2.) I had to use a Serina EX to reposition Hare so her Basic Skill hits Hanako, 3.) Since I can't interrupt the silence, I could only get 2 Hanako EXs off between silences and for buffs, I had to use them as soon as red's text box appears because I can't fit them in after the silence wears off. Higher level hairpins would've made 3.) a little less necessary but alas, I focused on damage equips. I still wasn't able to kill adds in 1 instance, but I was close enough that it doesn't matter.

Special Instance 2:

Terror Shiroko easily cleans up adds with autos so that's no problem. It's a pretty slow P2 since she's not as bursty as the other 2 assistants, but with Saki to break the shield and her preferred terrain she gets the job done. Asuna's a little superfluous here, I mainly picked her because my other picks kept on dying to the sword, but she helped.... a little. If you have someone who can survive and break the shield, you could replace her and swap Saki for more buffs on Shiroko. Rei works if she had enough HP since she's Light, but mine kept dying cuz I was too poor to level her.

So yeah, I didn't have too much trouble with this guy, he's comparatively easy. Of course, you will likely have different students and won't be able to exactly replicate this stuff, but as long as you have Swimsuit Hanako you should be fine. If you don't, well... good luck.
If someone doesn't say "base Hina" or "summer Hina" assume it's dress Hina, dress Hina is one of the most centralising students in the game

While Yostar is publishing it, are you sure they are in charge of the Japanese voices? If that were the case I doubt global would have JP voices.

I read that the reason they haven't fully voiced the JP dub is because the JP voice actors are waaaaaaay more expensive.

You're correct, Yostar is in charge of all things Japan when it comes to Blue Archive including the VAs, Nexon just develops the game and publishes it globally.

For a very long time, Blue Archive's only voice dub option was Japanese as well, and that had a profound effect on the game's story and reading content. This changed when the mainland Chinese version released, and ALL main story chapters there are fully voiced. Nexon has, as stated above, just recently added Korean voice acting as well earlier this year, and is now pushing it into the main story in the global edition of the game.

Yostar is infamous for not including voiced storylines in games they publish, even though other companies and even Yostar's subordinate companies are pushing for more voice acting.
 
I can understand how this event saved Blue Archive. Millenium somehow beats Gehenna as the more retarded school student-wise.
 
As long as a character is included in a pre-set formation you're given in a story battle, you get to hear at least a sample of what they sound like. On top of my head, this includes Abydos crew, PS68, GDD, Supplementary Lessons Club, Arius Squad, Rabbit Squad, and Hyakkaryouran. Events on the other hand have the relevant characters as (for lack of a better term) "announcers" in the specific menu screens. One time I didn't have this luxury was when reading EX chapter, I had no idea what Himari sounded like. I ended up creating an assumption that was different when I was able to hear her in-game voice. ("Tree of Sephiroth" rolled in as the "settlement" type event where you extra stuff when spending AP that you turn in.)

(The Goofy Girlfailure Gang is known as 'Make-up Work Club' in Global, which I personally don't mesh with because it sounds like they're dealing with cosmetics or just coming up with stuff to do, bit of an ESL moment.)
 
Gehenna's shtick is indeed chaos/passion, which does not automatically mean retardation or maliciousness. But in practice, Hot Springs Department causes mass destruction in their mad quest to build... well, hot springs. (Gourmet Research Society could be headcanoned to only literally bomb restaurants who really deserve it. They apparently have significant soft power from just posting a bad review online.)

Millenium on the other hand has Students who have their intelligence cranked up so high that it sort of overflows back to 1. Engineering Department is the best example of this, the Veritas hackers lean more towards "social retardation." Chihiro ends up having to do some literal tard-wrangling on multiple occasions.

Weird how little Abydos events there are. Usually you'd expect they'll get more favourism.

Millennium's Engineering Department is the one to add surplus to requirements armaments to almost literally everything they build. Gehenners are more pragmatic and lazy to do that.

I intend to throw 110 pulls at it day 1 and wait for the rest to be drip fed. It's been forever since I've pulled so I'm aching.

Also irrelevant but I'm going to start farming hifumi to like at least UE30. I swear she's like this sleeper meta student, every time a raid like wakaboat or kaitens roll around I blame myself for not building hifumi
