Because Bob is so self-centred and self-righteous, he believes by definition he cannot be stupid (or stupid enough) to qualify as "evil" because he stans the precious PeeOhCees, Speds, Troons, and bundles of sticks (but NOT fetuses, as this is somehow evil and stupid to do.
