The US Congress is divided into two houses: The House of Representatives, and the Senate. In the House, states are represented by population. In the Senate, every state has two representatives. The point of this design is to ensure larger states are able to properly voice the will of the majority, while the smaller states are also given a voice in the process. This keeps the larger states from overriding the smaller states, and is supposed to ensure that what gets passed is something everyone wants.
