Democrats need an "enemy" too, to stay in power. These "enemies" end up being The Rich, and Republicans, who want to cut social services because they're "mean". They also need a problem to stay in power, promising to fix problems in education, etc, but NEVER do, so they have something to campaign on for the next election even if they've been in power for all eternity.
