The thing that strikes me is that Chris did not portray himself as founding or creating CWCville. Firstly, to be fair to him, he did create CWCville, warts and all. Secondly, it is curious to me that in a world where he is so loved and so powerful, he doesn't have a direct role in creating the town.
But I agree with those who say that making Bob the founder is a shout-out. My guess is that the fact that in order for Bob not to be mayor, he might have to be dead is something that Chris didn't relish and ignored as much as possible.
As to why his parents aren't in the comics: the comic world is Chris' fantasy land. It is inhabited by fictional characters and real-world people who Chris wants to fantasize about. His parents just had no role in that world.
