Best in my opinion: Voyage Home and First Contact. Worst: The Motion Picture and either Nemesis or Insurrection. Probably Insurrection but it's been awhile since I've watched either.
Wrath of Khan was awesome. Peak of the movie series for me.Best for me is Wrath of Khan, worst is Search for Spock with TMP coming in close second for best.
