Yes, that's what I was thinking after I looked through Stephan's pdf. While gas was put onto the form as something separate, food and hotel stays were not. So with nearly $1000 credit card receipts, I just figured its being put on to credit cards.

Doubt the Wu's can do that since I doubt their credit is good enough.

I think gas is comped for milage, and is in a special tax free category IIRC, which is why it may be separate. As for hotels, he'll qualify for a special federal government employee rate, but still gets taxed on it. He's likely putting all non gas milage travel and food on the card.

edit: sorry, his gas will be a campaign expense, but he can also be comped for miles driven in his car ("milage"), for wear and tear on a personal vehicle.
