IQ tests have known issues, and intelligence is by its nature somewhat hard to measure as it covers a bunch of different fields. But we're getting off topic as you mentioned.

IIRC the sagging pants thing came simply from prisoners not being allowed belts, and prisons generally buying uniforms slightly on the larger size just in case (a small nigga will fit into bigger clothes, but not the other way around). So wearing saggy pants simply signs "imma real hardass nigga I've been in prison".
