It's a Dell Inspiron with a Pentium Dual Core T-4500 CPU @2.30 GHz with 3.46 GB available and a Mobile Intel 4 Series Express Chipset Family video card. I don't give a shit about if it looks pretty or not, I just want to know if I can run the game.

Your CPU and RAM are fine but Im not sure about the GPU.

Integrated graphics cards share system memory, right? So that will cut about 500MB at the least out of your available RAM. You might have to run the game in Windowed mode (or 800x600) and scale back on a lot of features. If you haven't bought it yet, see if there's a playable demo.

I've already taken that into consideration, the laptop has 4GB of RAM and the system properties says that 3.46GB are available. I'm fine with running the game in windowed mode, I do that for Sim City 4 so I can dick about on the Internet while I wait for stuff to grow.

I could run the new Sim City game's demo on minimum so I'd imagine that Civ 5 would be a doddle.
