Retroarch is fine, just turn off V-Sync or else it will run like shit.
You also might want to turn on frame sync in the throttle menu if it still ain't working.

Having played it I can see why the game was cancelled attacking is so shit with a lack of proper camera control. To attack enemies you have to run right into them which makes the game already super tankie.
