Change the subtitle to the Phil (ADF) subforum

The current subtitle, "Highly classified discussion of at-large C.I.S. Target El Primero", is now an obscure in-joke and out of date. I propose something like "Antifa reject with trench feet. Turned eunuch to spite Kiwi Farms".

I think the forum description should just be a photoshopped Animorphs book cover that shows Phil's metamorphosis from a Naruto commie to an Antifa troon.
