I'm tempted to draw an improvement but I'm too busy to makes heads and tails of that image.
For starters, it would benefit from having a contrasting background. A blue character on a blue BG?!

I finally found the face but I had to zoom right the fuck in to see the details. From afar all the little spikes and stuff made it look more like a foodog than anything. I don't even think the hoodie is on it, and I can't imagine how it would look on it either.
The artists adopts all have the same thing going on. Tiny head, giant paws and a tonne of unneeded detail flapping about. And yet, like @Yukari Yakumo said, the colour palettes are pretty cool.
