I saw a box set of Scooby Doo action figures a few weeks ago. On the back, for some reason it has the characters ages.

As it's an official product, Canonically Velma Dinkley is 15 years old......

There was a more recent cartoon series of Scooby Doo where the made Velma into a kid, and tiny.
It looked crap, to be honest. I prefer the original series art style.

As you can see from the images I posted, somehow, I don't think she is meant to be a kid in those...
