I haven't seen an anime newer than Cowboy Bebop and I've never watched a vtuber because I have self-esteem, but I have to ask: why are the 3D models for these "entertainers" the most overdesigned, garish and fucking hideous attempts at character design I've ever seen?

From what I was told by someone I spoke to that wanted to get into the VTubing gig, models that are good enough to work with that aren't some preset made on free software are fursuit levels of expensive, so that might be why they seem to have a degree of Sparkledog Syndrome.

In addition to what has been mentioned so far, there's some technical limitations.

1. Reusing designs is forbidden. You can have a dozen anime girls with long black hair in school uniforms, people might joke that they're the same character but nobody will get mad. But if you copy the design of an existing VTuber (especially a successful one) it's typically considered an attempt to leech off them.
2. You can only see them from the waist up. Distinguishing features have to be in the upper 1/3 of the body, else they're simply not visible most of the time when streaming. As such they compensate by adding more features.
3. Pose and facial expressions are fixed. Regardless of the model, it needs to be able to smile, frown, talk, and blink in all the predictable ways. You cannot really have a signature pose or a signature facial expression.
4. The style is limited by what can be rigged easily. Trying to do things like realistic eyes, translucent hair, etc is just a source of trouble when rigging Live2D. For 3D models the problem is even more stark, anything with too much physics or a complicated texture will probably look like shit.

So in conclusion you can't say "My character is a girl with blue hair" because that's been done. If you expanded it to "My character is a schoolgirl with cat ears and blue hair" it's probably been done too. "My character is an bird-girl electrician with green hair and a letter K hairclip" now you're getting somewhere.
