That's a Vtuber who is active on Twitter and other social media but never actually or rarely streams or does content. Usually furries and trannies because they can present as what they want. So they spend all their time on social media trying to build their audience, except they are dumb and don't realize most people don't follow a creator on every platform. So they build up twitter and then you go and check their Twitch they have 3 followers and are claiming to be pre-debut and starting soon. But again, the audience doesn't follow so they have a decent following but not on a content platform.

Im also pretty sure that if you have any kind of bot on your twitch channel( such as nightbot or streamelements) it counts as a viewer so he is essentially streaming to no one besides 1 person called pickle
judging by his taskbar length + icons I think he is using a 1600x900 screen, if im not mistaken he either claimed to have a low end pc on his floor or a cheap laptop.
