David-Pitts’s 16-year-old brother, Lufilufilimalelei Polu, also known as Daelyn or Dre, died in the shooting. According to a report from the Department of Law’s Office of Special Prosecution, Polu, only identified as L.P. because of his age, reportedly pulled a gun from his jacket and fired it at officers during an early-morning traffic stop.
“The officers can be heard on the audio telling L.P. ‘don’t reach for it,’” the report reads.

Using what's available on hand, my first option would be a stolen vehicle to block all exits. If a car was prevented from being put into position due to bollards, a stolen motorcycle would work fine and have plenty of weight (a few hundred pounds) to slow egress and increase casualties. Both of those things are something so-called anarchists should have no problem procuring quickly. They would also have to thwart backup cops and fire crews from approaching, something they don't have the force or manpower to accomplish.
