Frasier has a Season 1 mullet and Niles has a half-blond fash cut and looks like a total mongoloid. Chris must have drawn this using a picture on GIS.

That's best artwork from chris I've seen, apart from the bg having the brown and the guys suit being brown. it could actually be used for some political satire commentary thing with quotes under it or similar on some newspaper(they're not much better on average).
