Budgies can't be toilet trained - they excrete every few minutes through their cloaca, usually a small quantity of feces mixed with highly dehydrated urine.
That's why you should put newspapers under the places where the budgies like to sit when you let them fly around the room. So, Chris's incontinence would finally be normal and accepted.
