It was written in 1969, so it probably is. Different times, different attitudes.

In 1969, "r-e-t-a-r-d-e-d" was an acceptable term, just like "mentally challenged" was in the '90s. It was only changed because too many kids were using it as a slur.
It's like "autistic" being considered a slur 40 years from now.
