The Toyota Hilux Champ is a fully modular truck that has an MSRP of $13,000 USD. It's built on the IMV platform. It is absolutely sexy and you could up-armor it and mount everything from a 50 BMG to a TOW on it. And get good gas mileage at the same time.

the best way to brainstorm civilian technicals from an american perspective is to go to mexico for inspiration. narco tanks are kind of a meme, but theyre pretty close to what would be realistically capable for north americans in terms of available vehicles, armor, and weaponry.
this article on tank encyclopedia gives a pretty good overview of what cartels were able to come up with.
though honestly i doubt targets so large and easily identifiable would be a good idea for a hypothetical american insurgency. however, the sizes of our vehicles are only growing. we have the space to allow quite easily for things like mounted machine guns or mortars to be stuck in the back of an SUV or in the bed of a truck.
