Given that it was basically all commie shit and reactions to it, I think "international Jews" as Churchill describes are a safe bet, despite the Nazis famously differing on this point.

So the struggle between Germans and the hatred amongst them was being nurtured by very specific interested parties? A small, rootless, international Jewish clique that turned the people against each other, that did not want them to have peace?

Then the International Jews are the only ones who will be addressed as international elements, because they conduct their business everywhere, but nationalists, Jewish or otherwise, cannot follow them being bound to their soil, bound to the land of their fathers and their fathers, bound to the possibilities of life that the state, the nation, offers rather than only bound to the commitments & promises which offers and is offered by capital.
