I'm old enough to remember when Cecil promised that his already uber-late book would absolutely ship before the end of 2021. That's still the last update on the campaign page from Oct. 6. Only a couple weeks left.
I thought the Canon was that the book was never going to come out. That's the joke of it being called cash grab.

Cecil is still around because Ethan permits it. Because not only would it be a damaging admission that what remained of his first Scivergate offerings has crumbled, it would also alienate him from Anna (and therefore Fandumb Menace types), who Ethan tore out his own "heart" (War Campaign) for. Ethan is trapped until Cash Grab Ass arrives once dredged from the South China Sea where it resides currently. I'm absolutely certain the combined mega talents from Scivergate's pigpen will awe their critics into submission though! No doubt!
This is definitely not EVS fault, he was just trying to help people out and promote their books and then they did him wrong, the effect non fulfilment did to EVS pride and honour is worse then the loss of money to the customer.
I don't know anything about Cecil that isn't already public knowledge in this thread, but based on the way he talks about finances and some of the terminology he uses, I wouldn't be surprised if he was involved in investment banking. He was able to deduce Preston's financial situation based on very little information with surprising accuracy and was easily able to explain the function of a staggered trust and why someone like Preston would be eligible for it. You'll notice every time money is brought up Cecil immediately drops the drunken schtick and adopts this aloof, almost imperious demeanor. That's what it looks like when someone is trying and failing to hide their power level. I doubt he's actually all that wealthy, but he's certainly smarter than he lets on.
I wouldn't read too much into this. Cecil is seen as a social measuring bar within CG, as he's edgy enough to be at the forefront of any envelope-pushing but also safe enough to appear alongside the pros and discuss serious topics. When CG'ers see Cecil do or say some new degenerate thing, they go "oh, I guess that's okay now."
Even before reading your post I was remembering either he or Frog talking about how he was a Wall Street guy or something like that but had a fall from grace. But I wasn't sure if I was remembering that correctly or how much of it was just kayfabe. Clearly "Cecil" is a character to some degree and he's got some degree of cleverness under the mask. Until and unless he slips under the radar it's probably just a matter of time before he's docksed so we'll probably figure it out soon enough.

I think you guys are missing the forest for the trees: the answer that makes the most sense is that Cecil is also a trust fund baby like Preston, which is why he was able to sus out Poulter's financial arrangement so quickly.

This is very, very possible. The only thing that gives me pause is that this explanation doesn't explain Frog's vague allusions to Cecil having some kind of prolific career IRL.
Even though I speak critical of EVS on some issues. He is an actual gentleman and I believe he is starting to get pissed about Cash Grab no being fulfilled as he feels responsibility for selling this crap to his customers .
Even if we take the least charitable interpretation possible and assume purely selfish motivations, he should STILL be mad at the tards shipping a year late if at all, because it reflects poorly on him and his brand, and actively works to ruin what he’s trying to build.
