That's one of the worst comic covers I've ever seen. The entire page is a red cape. His magnum opus and he does a $50 comic convention commission for the cover.

We barley reached B. Nothing A-S class will ever happen. Some people tried to complement Liam, but his book is a terrible fanfic with bad art-style and art direction. Looking at this garbage, a good book will probably come in 20 or so years. Shame cuck grift won't survive that long.

In this case, Mark isn’t talking about quality. He means funds, and probably is going by how the CG Tracker lists them, with A at a $100K campaign, and S at a $200K.

Cyberfrog #3 will no doubt reach S-tier by that metric, though I fully agree that nobody in CG, or for that matter crowdfunded comics in general, has written anything especially notable quality-wise.
