These are all internet exchanges. These ports are usually (I've had ports on all of them at various times).... not expensive at all. They're not even really ISPs just sort of big switches (or groups of switches) where you can basically LAN party with everyone else in the area so you can talk cheaply to each other without using your 'real' internet connection.

If I were running out of money I would concentrate on keeping one transit provider ('real internet') happy and keep the exchanges because they have huge bang for your buck for most people. Don't know if they'd agree with my strategy but things sound bad.
