If there's an attempt on the president's life and he and the vice president are in the same place, separating them so if there's another attack it can't maybe take both of them out is the procedure I think. Keeping the president in an interior room surrounded by a hundred secret service and metro cops until they're sure the building and surrounding area is secured is safer than moving him out of the building on the double. So JD gets to be the one moved and take the risk

That seems like the kind of Continuance of Government framework they'd be working with. Secure the primary in situ while moving the secondary to another secure location because God forbid we have to deal with any of the clowns further down the line running the show.
